FARMINGTON – Farmington residents will vote on 11 agenda items at Monday’s special town meeting.

The first item will be to choose a moderator to preside over the meeting. Most of the items are housekeeping and routine, according to Town Manager Richard Davis, and he does not expect much opposition to any of the proposals.

The public has had opportunity to comment on most of the potentially controversial issues at public hearings during selectmen’s meetings.

Residents will vote on:

• Appropriating funds from the Undesignated Fund Balance: $36,818.81 for the Tax Increment Financing Reserve Account, $4,000 for the Hippach Field Fence Reserve, and $330.80 for the Transportation Advisory Reserve. The money should have been placed in those accounts in the initial budget, but was not because of an accounting oversight.

• Appropriating an amount not to exceed $10,000 from the Undesignated Fund Balance to repair a dangerous fire-damaged building on Thomas McClellan Road. The cost of the repairs and any associated legal fees will be billed to the property owner. If the owner fails to make payment, the town will place a lien on the property.

• Authorizing selectmen to accept a gift of .35 acres located at 155 Croswell Road in Farmington Falls from SAD 9. There is currently no anticipated use for the property.

• Enacting an animal control ordinance requiring dog owners or controllers to “dispose of feces left by his or her dog on public property of private property of another person,” according to the warrant. The ordinance would exempt those physically unable to comply.

• Enacting an ordinance to add rules governing the Board of Assessment Review. This is another housekeeping issue, resulting from an inadvertent omission when the appeals board ordinance was revised.

• Enacting two zoning ordinances to “protect and preserve the visual character of the Village Business Historic District.” One would limit business facades to maintain downtown’s historic look; the other limits business signs only to those that are opaque and externally lit.

• Adding amendments to a wireless and telecommunications facility siting ordinance to allow cell towers to be installed in alternative sites, such as bell towers and church steeples.

Copies of the meeting warrant, as well as several proposed amendments, are available to the public before the meeting at the town’s municipal building during regular business hours. They will also be available at the Community Center during the meeting.
