Social Security’s financial health is “quite fragile” and under adverse economic conditions, the system may need higher taxes to pay benefits on time beginning in 1983, its trustees told Congress on Thursday.

The adverse conditions cited by the trustees include inflation of 16.6 percent this year, 13.7 percent in 1981, 11 percent in 1982 and then dropping to 9.8 percent by 1985.

They also include declines in the real Gross National Product in 1980 and 1981, and unemployment of 7.4 percent this year, 9.1 percent in 1981 and 6.8 percent by 1985.

But Social Security Commissioner William J. Driver told a news conference he doubts the economy will be that bad, and he said the public can rest assured Social Security benefits will be paid.
