HARTFORD – Former Selectman David Bowen is the only candidate listed on today’s ballot to elect a selectman.

Bowen is the only person who returned papers to run for the three-year post, Town Clerk Lianne Bedard said Monday. The position has been vacant since Scott Swain resigned March 3.

Bedard said town records indicate Bowen served on the board from about 1999 until 2003.

She said write-in candidates are allowed.

The polls will be open from 10 a.m. to 6 p.m. at the town hall, and the voting will be followed by a special town meeting at 7 p.m.

Whoever is elected will be sworn in during the special meeting.

Tonight will mark the first time all seats on the select board have been filled since March.

Swain’s resignation was followed by a problem-stricken May 17 election. Rick Downing appeared to have won the race to fill Swain’s seat, but declined to do so because of a series of mistakes at the polls.

Selectman Laura Marston resigned from her seat May 27 while the town struggled to address the errors of May 17, which included a ballot box being open during polling hours and a handful of ballots being removed.

Selectman Lee Holman for four weeks was unable to conduct most town business as the sole member of the board. She was joined by Selectman Hope McCabe after a special election to fill Marston’s seat June 24.
