THE PROBLEM: Defense attorneys say that seating a jury in Boston federal court usually yields an all-white or almost all-white panel.
NEW RULING: A judge in the federal death penalty case of two black men ordered court administrators to send additional summonses to certain zip codes when mailings are returned as undeliverable.
THE FIGHT: U.S. Attorney Michael J. Sullivan appealed the ruling to the 1st U.S. Circuit Court of Appeals. He said only the district court as a whole can enact such changes to avoid the potential for inconsistency.
