CONCORD, N.H. (AP) – State Senate Clerk Steven Winter resigned Monday, citing differences over his duties, role and management responsibilities with Senate President Ted Gatsas.

Winter is elected by the Senate and cannot be fired. The 67-year-old from Newbury was in his third year as clerk. Winter said he offered his expertise and parliamentary knowledge “without reservation” to Gatsas.

“Unfortunately, my assistance and support for your administration have been rebuffed,” he wrote in his resignation letter to Gatsas.

Winter said he felt his departure was “inevitable” ever since Sen. Tom Eaton resigned as Senate president in September and Gatsas took over the position.

“I’m not the clerk he wanted,” Winter said.

Winter, a retired American Airlines pilot, said he would return to traveling.

Gatsas denied rebuffing Winter’s advice or questioning his duties. Gatsas said the first sign of any differences was last week over how a special session was handled.

“I’m not going to get into a He said, she said,”‘ said Gatsas.

Assistant Clerk Tammy Wright of Concord will assume the role of acting clerk, Gatsas said.

“She is capable, knows the history of the Senate and will serve in this capacity with the utmost respect,” said Gatsas.

Wright has worked for the Senate since 1989. She was elected assistant clerk in 1997.

Gatsas took over the Senate presidency after growing discontent with Eaton’s leadership forced him to resign.
