Maine will “move into the 1980s” next year by converting to photo drivers licenses, Secretary of State Rodney S. Quinn predicted Monday. Maine and only three other states still use plain paper licenses without the driver’s picture, according to George Whalen of the Motor Vehicle Bureau, a function of Quinn’s office.
Previous proposals to convert to laminated plastic licenses have failed in the Legislature because of their expense, said Quinn, who added that he will circumvent the argument by proposing that drivers be charged $1 each for the new license.
