DEFIANT TESTIMONY: Former federal disaster chief Michael Brown testified that he told the White House that New Orleans was being flooded as Hurricane Katrina swept through.
CONFLICTING STORIES: The Bush administration has maintained that it did not know the extent of flooding until after the storm had passed.
POOR COMMUNICATION: Brown said that he told the White House and not the Homeland Security Department because the agency “just bogged things down.”
