GREENE – The Solid Waste Committee gave selectmen a revised draft of the proposed solid waste disposal and transfer station ordinance along with newly proposed transfer station facility rules Monday night.
Once revised and if adopted during the annual town meeting next year, the volunteer committee is hoping that the two documents will help bring order and clarification to the transfer station.
Volunteer Holly Ewing highlighted key points of the proposed ordinance. She said its main goal is to regulate disposal of waste and specify who is allowed to use the facility.
A punch card permit will be issued to residents. The use of the punch cards is defined by the station rules. The proposal also outlines fines for rule violations.
Transfer station attendant Bob Hodgkins said a major concern is the schedule. The transfer station sees a lot of traffic on Sundays – so much that he said it is hard to manage.
“The only way to keep it as is, is to bring on more people,” he said. “It would be too much for even two people to work if fees and other practices are adopted.”
To reduce Sunday loads, the committee suggested eliminating activity at the station with the exception of household and recyclable waste. That would eliminate some waste such as demolition debris, furniture and scrap metal.
Selectmen felt that would add obstacles for people who work all week and only have the weekend to dispose of waste. The committee said it would revisit the issue and present the board with other options.
The rules also put in place a fee system to create revenue to use to help reduce the tax burden. The revenue system will be monitored by the punch cards, which would allow residents free disposal for certain items with a fee applied to duplicate items. The cards would be good for one calendar year and reissued annually.
Once reviewed and added to the annual town warrant, copies of the ordinance and transfer station rules will be located at the town office.
