LIVERMORE FALLS – The Planning Board will hold a public hearing Tuesday to accept public comment on an amendment to an all-terrain park site application to allow temporary camping for people who participate in mud runs or other events.
The Barnyard All-Terrain Park is located on 55 acres of Joyce and Raymond Lovewell’s family farmland and operated by their son, David Lovewell and his family, on Route 108, near the Turner line.
The park opened last year, initially under the Planning Board’s temporary approval and then the project was given full approval. Three appeals were filed with the Appeals Board, which ultimately upheld the Planning Board’s approval with the condition that owners prove that the site has undergone an archaeological review.
David Lovewell submitted an amendment to his plan in February for the Planning Board to consider.
The board will hold a public hearing on it at 6:15 p.m. Tuesday, April 17, at the town office.
In Lovewell’s February letter to the board, he wrote that he had requested a temporary permit for campers.
He had spoken to a representative from the Maine Department of Health and Human Services, who informed him that a temporary permit is available for up to 12, 24-hour periods if conditions are met.
Lovewell is not looking to offer camping for spectators, but for participants since there are a few campgrounds within a short distance.
“Why we are asking for temporary camping for participants is to allow these people to setup and service as needed during events. Tire changes, loose parts, etc. are common and tools are needed,” he wrote. “Distances traveled from participation at these events was unknown during the application. We have people coming from all over the state of Maine plus New Hampshire and Massachusetts. Our original proposal stated we were not looking to become a licensed campground and that still has not changed.”
The Barnyard crew will have several people staying at the facility during the temporary overnights to keep things in order, Lovewell wrote.
“We have found the associations do an excellent job themselves keeping things orderly due to the fact that abuse ends up with a refusal,” he stated. “These are very good people with families that only want a place to go and participate in their hobby, have a good time with their friends and be able to come back another time.”
