I am puzzled at the procedure followed by the Androscoggin County Commission at their recent meeting as reported in the Sun Journal (“Panel derails night-patrol plan,” April 19).
In meetings of the Cumston Hall Board of Trustees in Monmouth, we have been advised that it is illegal for an elected town official to abstain from voting “yes” or “no” on a motion unless there is a conflict of interest.
Does the commission operate by different rules?
