ALFRED (AP) – Prosecutors on Thursday dropped charges against a convicted sex offender accused of failing to register his address.

Prosecutors chose not to pursue the probation violation charge against Joseph Tellier after a judge’s ruling set the stage for another trial. His first trial in March in York County Superior Court had ended with a deadlocked jury.

Tellier caused a stir last summer when he moved from Biddeford to an apartment near a school in Waterboro. At issue was whether Tellier or local authorities were responsible for notifying state officials of his whereabouts.

Tellier testified at his first trial that he informed the York County Sheriff’s Department when he moved to Waterboro and thought the information would be forwarded to the state, which maintains an online sex offender registry.

If convicted, Tellier would have faced up to a year in jail.

Tellier served a 15-year sentence for the 1989 kidnapping and rape of a 10-year-old Saco girl. Since his release from prison, he has had problems finding a place to live because of opposition from neighbors. He currently lives in Parsonsfield.
