PERU – Voters elected Laurieann Milligan, Corey Jacques and James Pulsifer to the Board of Selectmen on Monday.
Milligan, who works for Med-Care Ambulance Service, got 41 votes to serve for a year; Jacques, a Lewiston police officer, received 38 votes for a one-year term; and Pulsifer, a former selectman, had 37 votes to take a three-year term.
Neither Jacques nor Milligan have served on the board before. Town Clerk Vera Parent said 47 voters cast ballots at the Rockemeka Grange Hall.
The three selectmen will join fellow board members Bill Scott and Rodney Jamison. The trio replaces Chairman William Hine II, Andre St. Pierre and Norman DeRoche Jr.
Hine and St. Pierre resigned June 8, a day after a 3-1 board vote to reject all private contractors’ bids for a $400,000 road-building project and award the job to the town highway department headed by David Gammon.
DeRoche announced June 18 that he also would resign as soon as there was an election, but in the meantime would act as chairman so government operations could continue.
DeRoche, Scott and Jamison voted June 7 to throw out all bids for the road work and have it done by town workers. Hine voted against the move, and St. Pierre was absent.
Town Road Commissioner David Gammon and Peru contractor Dwayne Vaughn submitted a bid of $418,378.45. It was the lowest received and offered at DeRoche’s request in time for the June 7 meeting, according to the minutes of that session.
Gammon had objected to hiring an outside contractor because of the potential for cost overruns, according to the meeting minutes.
Elected by townspeople, he and the board have had run-ins the past few years over his record-keeping for jobs and hours.
St. Pierre stated in his letter that it was not fair to the board or residents that he was unable to attend all the board meetings. He also said he was not in favor of Gammon and Vaughn getting the contract because “Von and Sons Trucking had access to inside information from the road commissioner, which contaminated his bid and therefore should not have been considered. …”
