RUMFORD – A Haitian national living in Rumford was indicted by an Oxford County grand jury on Wednesday morning, charged with gross sexual assault, according to police Detective Lt. Mark Cayer.

Neril J. Francois, 24, is accused of forcing a Franklin County woman in her late teens to commit a sexual act in Rumford on July 18, Cayer said Wednesday evening.

Francois remained in Oxford County Jail in Paris on Wednesday night, unable to post $15,000 cash bail set on July 27 when Cayer arrested Francois. Francois will be arraigned Oct. 25 in Oxford County Superior Court in Paris.

Cayer said Francois had previously lived in Franklin County, was an acquaintance of the victim, and has a criminal record there, but no history of sexual assaults. Sgt. David Bean said the victim reported the sexual assault on July 20 to Rumford police, who investigated.
