LIVERMORE FALLS – Selectmen voted Monday to allow the Area Youth Sports program to use the town’s recreation field, just as it would any other sports team, with some stipulations.

The nonprofit athletic organization serving children in four towns wants to use the field for football and soccer in addition to baseball and softball.

The board also accepted Selectman Julie Deschesnes’ resignation with regret.

“Having lost confidence in the management of our town, I immediately resign as selectman,” Deschesnes said.

Town Manager Martin Puckett said he will look into what needs to be done to have a special referendum to fill her term, which expires in June. Deschesnes has served on the board for more than two years and was chairwoman last year.

The board also voted to advertise for a new public works foreman after accepting with regret the resignation of public works foreman Denis Castonguay of Wilton, effective Oct. 5.

Puckett had done some research on the recreation field and the contract agreement between the town and the Maine Bureau of Parks and Lands.

The land was bought with the majority of the money coming from state and federal grants with a local match.

Puckett said that he was told that many towns are in a similar situation and forget that they entered into an agreement 30 years ago.

As long as the town does not convey the land to the organization, a concession stand and restroom facility could be built on the property. The town would not be able to insure the building, though, because the field is a flood plain zone, Puckett said.

The contract does allow for the development of sports on the field.

Puckett also informed the board about grants that could be sought to help with recreation projects on the field.

Selectman Louise Chabot made the motion regarding the AYS use of field and stipulations that need to be followed.

“AYS will maintain good stewardship of the field after each game leaving the field in proper condition and will also remove any equipment that would be detrimental to the use of the field by other sports teams,” Chabot said in her pre-written motion.
