My words in the recent editorial, “A senator’s revolting comparison,” (Sept. 18) were based on out-of-context quotes from a recent article regarding the outpouring of pet owners who have raised issue with the new law which broadens the definition of a pet dealer. That means that if you have five dogs, one has a litter of puppies and you sell even one, you are considered a pet dealer and must get a license. Good dog owners who keep their dogs for personal use and enjoyment should not be subject to the same rules as professional dog breeders.
The Legislature passed LD1615 in the waning hours of the first session, but I believe that it should be amended to address the needs of all animal lovers by not making everyone a breeder in the eyes of the state. In response to this need, Rep. Wendy Pieh, D-Bremen, will be offering a bill in January to address these important issues.
Recently, Rep. Theresea Hayes, D-Buckfield, and I met with Agriculture Commissioner Seth Bradstreet, who agreed that the department needs to improve its procedures when it comes to large animal seizures, and a better protocol is needed so people understand what is happening and why.
I hope that animal advocates, breeders and the department can arrive at a consensus that will carry out the intention of the Legislature to get rid of the bad animal breeders without sweeping the legitimate breeders and owners into the net.
Sen. Lois Snowe-Mello, Poland
