LISBON – The School Department has presented a budget for 2008-09 that includes more than $760,000 in cuts and raises the cost of a school lunch from $1.75 to $2.

The Town Council this week accepted the budget as presented.

Cuts include elimination of the elementary foreign language program, the hockey program, art and music teaching positions, and one of two school resource officers, among other things.

The department initially cut $500,000 to meet a state revenue loss, but that didn’t meet the Town Council’s mandate that all departments reduce budgets by 5 percent.

The council is determined to keep the tax increase to $1.50 per $1,000 of property valuation this year, so the School Committee was sent back to the drawing board to find more places to trim.

Once the school budget is approved by the council, state law requires a referendum vote, which has been scheduled for May 20. A public hearing will be held Monday, April 28, at Lisbon Community School.

The revised budget of $14.5 million includes reductions totaling $763,491. Among the cuts are:

• One K-12 music position, $53,511 in salary and benefits (leaves three K-12 music teachers)

• One high school art position, $41,165 (leaves one high school art teacher)

• One grade four position, $40,236 (leaves class sizes of 22)

• One grade six position, $40,236 (leaves class sizes of 22/23)

• Elementary foreign language program, $38,226

• One K-12 school police officer, $48,667 (leaves one position for K-12)

• Hockey program, $11,000 (affects eight students)

• Three assistant coaches, $6,459 (one football, two track)

• Curriculum coordinator cut to part time, $36,674

There will be layoffs, but school officials had not yet determined how many, Business Manager Cathy Messmer said Thursday.
