AUBURN – Former school teacher James Raymond spent an hour and 40 minutes at Wal-Mart on Sunday but only purchased a can of wasp killer, according to a police affidavit released on Wednesday.

In the court document, a police detective claims he encountered Raymond several times in the past at Wal-Mart and suggested Raymond has been “cruising” the store to ogle children.

Raymond, 27, was arrested Tuesday, charged with violating bail by having contact with a 9-year-old girl at the Auburn department store two days earlier.

Police said store surveillance footage supports the charge.

Since he was accused in October of touching children he taught, Raymond has been forbidden to have interaction with any child who is not a direct family member.

Raymond was arrested Tuesday after an off-duty police detective reported he had seen the former teacher approach and speak with a 9-year-old girl at the store.

“It was evident Raymond didn’t have a shopping purpose in mind,” police Detective Chad Syphers wrote in the affidavit, “he was looking at items for mere seconds before passing them over.”

Syphers said he watched Raymond while in Wal-Mart on Sunday and later bolstered his suspicions by viewing store surveillance footage.

“While in electronics department, Raymond once again appears to be looking at merchandise, but only spends seconds viewing particular products,” Syphers wrote. “During his time in electronics, Raymond walks by a child playing a video game and appears to take a second look at the child. Raymond quickly exists (the) electronic department, making his way towards the grocery section of the store. However, Raymond stops, turns around and returns to (the) electronics department and walks within feet of the child he’d just observed.”

The court document chronicles Raymond’s movements through the store and makes note of moments when he is in the vicinity of children.

“During one incident, a woman passes within feet of Raymond,” Syphers wrote. “The woman is accompanied by two young girls 5-7 years of age. Raymond appears to be looking straight at them for longer than he viewed any merchandise.”

The document also states that Raymond spent part of his time in the dairy section, which is typically populated by mothers with children.

Raymond is not prohibited from being at a public store. However, Syphers pointed out in his affidavit that Raymond admitted in an earlier interview that he becomes sexually excited by looking at, and sometimes touching, girls in the age range between kindergarten and the third grade.

“Based on statements made during the interview, made me feel Raymond could be lingering in Wal-Mart for the purpose of viewing young children,” Syphers wrote.

Raymond is charged with three counts of unlawful sexual touching and four counts of assault. He was fired from his teaching job in October after police said he admitted that he sometimes touched young girls.

While investigating the alleged bail violation, Syphers said he spoke with parents who recalled seeing or being approached by Raymond at Wal-Mart. One woman told the detective she felt that Raymond had been following her and her 6-year-old daughter through the store.

Proving that through the video footage, Syphers said, “I’m not sure that allegation could be proven. It was, however, apparent Raymond was in the store just cruising around without an intended purpose.”

Raymond was being held at the Androscoggin County Jail on Tuesday and is expected to remain there until the alleged bail violation is addressed in court.
