Trails report
Issue: Councilors heard a presentation on a feasibility study on segment 3 of the $1.5 million Lisbon trails system beginning at the boat landing on Frost Hill Avenue, going under the Sabattus River bridge and concluding at the Park and Ride lot near the Railroad Diner on Route 196 in Lisbon Falls.
Scoop: Councilors agreed to write a letter supporting the project to go with an application for state and federal grants. Depending on how it is approved, it could be either an outright 100-percent grant or a matching grant requiring a 20-percent local match. In the event local matching funds are required, it would need voter approval.
Park work
Scoop: Leon Bard and Sons was awarded the contract for drainage work at Beaver Park on its low bid of $7,880.
License renewals
Issue: All eating establishments are required to obtain a victualer’s license annually. A total of 15 license renewals were approved.
Following a public hearing, Bill Kurtz, d/b/a Bill’s Hot Dog’s, was granted an itinerant vendor permit and a victualer’s license.
Ordinance updates
Issue: The town continues to revise and update ordinances as needed,
Scoop: Councilors heard first readings on the adoption of a wellhead ordinance, a windmill ordinance, and a revised sign ordinance.
Interstate 295 work
Issue: MDOT’s reconstruction of southbound Route 295 from June 15 through the end of August will affect at least one road project in Lisbon.
Scoop: Town Manager Steve Eldridge said that planned reconstruction of the intersection of routes 196 and 9 will not begin until the 295 project is completed.
Upcoming: Economic Development Director Rosie Bradley will make a presentation to the Town Council on the town’s revolving program, and the proposed reactivation of a revolving loan committee at a special meeting on May 27.
