NORWAY – A group called We The People appeared before selectmen Thursday night asking for several new ordinances to help improve the town’s quality of life.

Tim Adams of Cottage Street said neighboring properties had garbage piled up outside throughout the winter and, “There wasn’t an ordinance in place for the town to effectively do anything about it.”

Adams said the group was formed after he found other people in the area had similar concerns. The group is considering sending out a survey to gauge opinions on possible improvements to the town.

“We feel that it is important for the people of Norway to live in a community that is safe and clean, a place where we look out for the interests of our neighbors,” the draft survey states.

The survey asks nine multiple-choice questions, which include a request to choose the most and least important ideas on a list suggesting community involvement, historic preservation and changes to town ordinances.

Selectman Les Flanders said the board does not wish to impose changes to ordinances on its own, but welcomes community suggestions.

“I think this is exactly what we need: citizen involvement in things like this,” Flanders said.

Resident Ken Morse said the group shared concerns with Norway Downtown, a citizen group working on downtown redevelopment.

“I think you would find us to be your allies,” Morse said. “It’s hard to say if it’s regulatory or raising consciousness, but I think the survey is a good idea.”

Town Manager David Holt said the town can initiate court action against individuals with poorly maintained properties, but the process is costly and slow-moving.

The town’s landlord ordinance, which can impose fees on disorderly residences where police have been dispatched a certain number of times in a given period, has been helpful, he said.

Flanders said the board can run the group’s ideas by the town attorney, as it did when a sex-offender ordinance was proposed. That ordinance will go before voters on June 16.
