NORWAY – Selectmen will open bids this week on an unbuildable town lot on North Pond.

“I don’t see a compelling reason to keep it,” Town Manager David Holt told selectmen at a recent board meeting after receiving a request from an abutter to purchase the 100- by 75-foot parcel.

The issue came to light recently when abutters Mark and Linda Siwak of Topsfield, Mass., asked if the town would consider selling the property, which is off Bear Way by way of Crockett Ridge and Around the Pond roads. The property was taken for unpaid taxes a number of years ago, and officials say there is no access road to it.

The Siwaks informed Holt they wished to purchase the lot, which adjoins theirs. The Siwaks also own a larger lot behind the town lot.

“We just want to preserve it,” Mark Siwak said Monday. He said he purchased his property for “the price of a used car” about 15 years ago and uses the spot for kayaking, canoeing, watching the osprey and eagles from the porch of their rustic camp and other passive recreational activities.

Much of the pond is untouched and is being reclaimed by marshy vegetation. Cabins dot one section of the pond, which is a popular fishing site.

Siwak said the two lots on the other side of the town lot are also for sale and it is his hope that by buying the town lot he can create a buffer between his camp and any potentially adverse use of the other lots.

“We can still hear dragonflies buzzing. We like our spot,” he said.

Selectman Irene Millett said that despite the cost of advertising, the land should go out to bid.

“Everyone should have the opportunity to bid on it,” she said.

Siwak said he has no interest in purchasing the other sites.

The town will only give a quitclaim deed. Generally, a quitclaim deed transfers the interests in the property from the town to the buyer, but the seller does not guarantee the ownership rights of the property.

The bids will be reviewed at the board meeting on Thursday. Property bids are being accepted until 4 p.m. Wednesday.
