LANCASTER, N.H. (AP) – A Berlin, N.H., man charged with setting six fires in the last 19 months also was charged with arson seven years ago, but the charge was dismissed because of defective indictments.

Kerry Tibbetts also was charged with criminal mischief in 2002, but a judge later ruled he was incompetent to stand trial.

At his arraignment Friday on the recent charges, public defender Marcy Hornick said she has serious doubts about Tibbetts’ ability to understand what’s going on. In court papers, police say Tibbetts confessed to setting fire to numerous buildings, including two apartments where he had lived as child.
