JAY – Selectmen will hold a public hearing Monday to see if residents favor borrowing money to install new sewer lines on Route 4 from the Livermore Falls line to Pineau Street.

The Maine Department of Transportation is proposing to rebuild a 1.1 mile section of the road from Bridge Street in Livermore Falls to Pineau Street in Jay.

The sewer departments in Jay and Livermore Falls, and the Livermore Falls Water District are trying to come up with funds to install new sewer and water lines while the state has the road dug up.

Jay’s cost for the project is estimated at more than $700,000.

The Maine Bond Bank, state revolving loan funds and rural development program all require a hearing to be held if entities want to receive funding from them, Town Manager Ruth Marden said Friday.

The residents will also need to vote on a proposal to borrow funds, she said.

The hearing will begin at 6:30 p.m. Feb. 9 at the town office.

Selectmen will also hear from the Andy Valley Riders Snowmobile Club, which would like to have a piece of land behind the former Ames store in the Jay Plaza to build a clubhouse, Marden said.

If selectmen approve, the proposal will be submitted to voters.

The board will also be asked to have the Canton Mountain Road, off Davenport Hill Road, to go back to gravel, Marden said. Currently the road is broken-up tar, she said.

Sewer Department Superintendent Mark Holt will also present his findings of a pilot study of water-meter readings in North Jay as a base for sewer rates. He will also discuss school and municipal billing of sewer costs, Marden said.
