JAY – The school and budget committees will get a first glimpse of a proposed school budget for fiscal 2010 on Tuesday.

Superintendent Robert Wall told School Committee members Thursday that it will be a first look because he has not received state general purpose aid figures and other revenue measures are unknown.

The meeting will begin at 6 p.m. March 10 in the high school library. Wall said he is hoping that he will be able to be more specific on the budget proposal during a second joint meeting on Thursday, March 19.

Administrators have been working on a budget package since October but can’t firm up what it will look like until more information is known.

With the town’s valuation increased about $107 million, declining student enrollment and the School Department facing a penalty of about $215,000 for not complying with the new reorganization law, Wall gave a guess of the loss of $1.18 million in revenue.

If that’s the case then there are potential cuts across the board and he and other administrators are preparing for the worst, he said.

There is also the possibility of receiving some stimulus funding from the state, he said, but that too is unknown.

Jay Education Association President Mike Henry said Friday that he met with Wall in February. Wall explained the potential cuts, he said, and other factors that may lessen the cuts, including a single bus run for students that is expected to save some money.

There is a potential that 15 teachers and six education technicians could lose their jobs, Henry said. Administrators informed staff at each level about those possibilities, he said.

The association has been discussing other possible cuts in other areas that may save jobs, Henry said, and will be pointing them out if necessary.

“A lot of decisions have ripple effects,” he said, including the recently gained accreditation of the high school.

Staff have heard that there could be cuts in special education, business, support areas and other programs, he said.

This year, the school and the town budgets are going to referendum on April 27 at the community building. Voters will set the school budget in individual categories on April 14 at the Middle School cafeteria, with the “yes” or “no” validation vote on that budget held on April 27.
