AUGUSTA — Major General John W. Libby, the adjutant general, Maine National Guard has announced the promotion to the rank specified for the following Maine Army National Guard soldier:

Rachael Robinson of West Paris, private first class, Det. 1, 136th Engineer Company. Robinson was promoted in March.
