JAY — Residents voted unanimously Monday night to sell two small strips of land to owners of property that abut the Stone Street Baseball Field.

About 30 residents attended the special town meeting that lasted five minutes.

The property owners had a shed in one case and a pool fence in the other, both infringing on town land.

Voters sold a 10-foot wide by 150-foot long strip of land to Richard and Mary Binette for $775. They also sold a 10-foot by 175-foot parcel to Suzanne Czarnecki for $1,025.

The Binettes and Czarnecki are also responsible for paying half the cost of the special town meeting and surveyors’ fees.

During the regular selectmen’s meeting, the board tabled action on a proposed gift of a shed to the town that also infringes on the town’s land at the field. The property owners had not submitted the paperwork for the proposal, Chairman Steve McCourt said.

In other business, selectmen voted to sign a joint resolution to work with Livermore Falls to help with a grant-writing program to raise money to develop Chisholm Trail.

The resolution does not require any money from the town, Cushman said.

The Chisholm Trails Group is proposing to develop trails to connect Livermore Falls and Jay, which would eventually connect to a network of trails.

Selectmen from both Jay and Livermore Falls met jointly in September to hear about the project from Androscoggin Land Trust Executive Director Jonathan LaBonte. Each board voted to direct the town managers to work together to draft a resolution.

In another matter, Selectman Warren Bryant made a motion to provide health insurance to town employees’ domestic partners. No other selectmen seconded the motion, so it failed.

A town employee requested the benefit be provided, Cushman said prior to the vote.

Insurance companies are leaving the decisions on insuring domestic partners up to town officials, Cushman said in answer to selectmen’s questions.

There would be a cost to the town, she said.

In a second attempt, Bryant asked if the board would be willing to allow domestic partners, under a family plan to be covered, if they paid the difference.

The difference would be about $680 a month, Cushman said.

The board agreed to let it go the way it is and to have Cushman research the issue.

Cushman suggested that it also be part of union negotiations. The board set Monday, Jan. 3, as a selectmen’s meeting to have an executive session to discuss union negotiations.

In another health benefit proposal, selectmen voted to allow employees to participate in a vision benefit being offered through Maine Municipal Association at their own cost.

Selectmen also voted to change their regular meeting schedule to the second and fourth Mondays to be opposite Livermore Falls.

Cushman proposed the idea because she said the two towns are going to be working together and having the meetings on opposite Mondays would allow town officials to attend each others meeting.

The next regular board meeting will be at 6 p.m. Monday, Jan. 10, at the town office.
