HARTFORD — Only two residents who were not directly involved with the budget, Planning Board or ordinance committees showed up at a budget and ordinance hearing Thursday night.

The three selectmen reviewed two amended ordinances and three new ordinances.

Planning Board member Arthur Harvey explained that the amended language in the Shoreland Zoning Ordinance was to bring the language into compliance with state law. “On the property” was replaced by “dwelling.”

Harvey commented on the new Beach Ordinance by saying that the major change would be required car stickers for the parking lot. “As soon as cars start getting towed, it will cut down on the problem,” Harvey said.

Board of Selectmen Chairman Lee Holman said the town was having considerable problems with drinking and vandalism at the town beach on Lake Anasagunticook.

“We need this ordinance in place to control the situation,” Holman said.

Ordinance Committee member Daryl Boness said it gives the selectmen authority to make rules that can be enforced.

The new Administrative Ordinance applies to all elected officials.

Boness said that whether or not the ordinance is passed, the town should be aware of ethical behavior. “The state says that selectmen can be fined if it is found that this ordinance is not being enforced,” he said.

Holman said, “I believe officials should be accountable and this is a piece of accountability.”

Selectman Jack Plumley said the fee increases listed in the Septic Ordinance would not come out of taxpayers’ pockets, but from the builders applying. The state increased the non-engineering systems fee from $100 to $250, which is now reflected in the ordinance.

The ordinances will be voted on at town meeting, which will be held at 7 p.m. Thursday, June 16, at the Town Hall.
