BUCKFIELD — Town Manager Glen Holmes advised selectmen Tuesday night of his proposed capital investment plan for 2012-13.

It includes $17,948 for the Municipal Center, $66,500 for Public Works and $46,900 for Rescue.

Holmes also informed the board of the results of a survey on town services sent with tax bills. About 800 surveys were sent and up to three dozen were returned. They showed:

* 97 percent of responses rated service at the Town Office excellent to good.

* 52 percent rated the Zadoc Long Free Library excellent to good.

* 75 percent rated the Fire Department excellent to good.

* 57 percent rated rescue excellent to good.

* 53 percent rated winter maintenance of private roads excellent to good.

* 45 percent rated roads in general excellent to good.

* 88 percent rated the transfer station excellent to good.

* 24 percent rated RSU 10’s value to the community excellent to good.

* 58 percent rated overall government excellent to good.

The board signed the Policies and Procedure Handbook after weeks of discussions. They also signed the Homeland Security Grant.

There will be a meeting Dec. 5 with the Planning Board and selectmen on subdivision regulations.

There will also be a combined meeting of the Budget Committee and selectmen with RSU 10 Superintendent Tom Ward. There has been talk of Buckfield leaving the school district, which includes Hartford, Sumner, Buckfield, Rumford, Mexico, Byron, Roxbury, Dixfield, Canton, Carthage, Peru and Hanover.

The board voted to have Maine State Police handle all requests for concealed weapons permits.

The board recessed into and executive session to discuss the Oxford Networks building that is for sale, and a second closed-door session to discuss writing off unpaid ambulance bills.
