RUMFORD — A special town meeting will be held at 6 p.m. Thursday, Dec. 15, to approve use of Undesignated Fund Balance money to buy and install a box culvert for Swain Road.

The previous Bean Brook culverts were blown out by flooding in late August from Tropical Storm Irene.

Because Rumford doesn’t have enough funds from road appropriations OK’d by voters in June to replace the culverts and repair the damage, selectmen and the Finance Committee recommend taking $175,000 from undesignated funds for the project.

Article 2 seeks authorization for selectmen to apply for and accept funds from the Federal Emergency Management Agency on behalf of Rumford for federal funding assistance.

This will allow Rumford to take advantage of federal funding to offset costs expended by the town for damage caused by Irene’s flooding.

The meeting will be held in Rumford Falls Auditorium. The regular selectmen’s meeting follows at 7 p.m. In that meeting, the board is expected to approve a Swain Road box culvert installation bid.

Toward the end of the meeting, they will discuss fire Chief Bob Chase’s request for a special town meeting to consider a moratorium on the use and sale of fireworks.

A variety of consumer fireworks become legal statewide on Jan. 1, except in towns that enacted bans this summer and fall after the Legislature approved the new law.

Selectmen will also consider a request from the Rumford Public Library Board of Trustees to make the library budget a separate warrant item.

Two presentations will be given, one on economic development for Rumford titled Envision Rumford by Mia Purcell of the Western Maine Economic Development Council; the other by Rumford police Sgt. Tracey Higley on the Every Fifteen Minutes Program.

Every 15 minutes, someone dies from an alcohol-related collision. That program, which will be introduced to all four grades at Mountain Valley High School, challenges students to think about drinking, driving, personal safety, and the responsibility of making mature decisions. It also keys on impacts their decisions will have on family and friends.

The board will also approve the Town Audit for 2010-11; appoint a Comprehensive Planning Committee; approve a commercial lawnmower bid for the Park and Recreation Department; and approve a library eave and soffit repair bid.

Among other agenda items, are approvals sought for:

* Taxicab licenses for Road Hog Express, Courtesy Cab and Mountain Valley Taxi.

* A junkyard permit for Olin Bernard.

* Inholder’s and victualer’s licenses for Sabina Farm Inn on the Ellis River Road and the new Amato’s restaurant on Route 2.

* Liquor license applications for Gateway Plaza LLC (Amato’s), VFW Post 1641, the Eagles and American Legion.

* Special amusement permits for the American Legion and Eagles.
