JAY — Planning Board members will meet Tuesday to review a proposed amendment to the subdivision section of the town’s Environmental Control & Improvement Ordinance.

The board worked on the amendment during the fall and will take a look at the final document at 7 p.m. Jan. 10 at the town office.

If the board approves the document, it will be submitted the Board of Selectmen to be certified to go on the warrant for the town meeting referendum, Code Enforcement Officer Shiloh LaFreniere said.

Some of the changes are just updating the subdivision chapter to be current with state guidelines, she said.

On other changes the board is proposing is to clarify what counts as road frontage, she said.

Currently the ordinance states that there must be a minimum of 150 feet road frontage per lot, she said.

The amendment clarifies road frontage as being on a public way established by or maintained under public authority or a private right of way, the description of which is recorded in the Franklin County Registry of Deeds.

Another change the board proposes has to do with filing fees.

Currently there is a filing fee of $100 per lot or dwelling unit under the subdivision chapter.

The board proposes to change it so the filing fee for new subdivisions shall be $100 per lot or dwelling unit and the filing fee for amendments or revisions to previously approved plans to be $50 per lot or dwelling unit, LaFreniere said.

Another change proposed has to do with notifications of abutters.

Currently abutters are required to be notified by certified mail for a subdivision application.

The amendment would require all abutters to be notified by certified mail for new subdivisions and by regular mail for all amendments to previously approved plans, LaFreniere said.
