LIVERMORE FALLS — Selectmen voted Tuesday to put an article on the annual town meeting warrant for voters to consider adopting an ordinance that would allow the town to participate in the state Property Assessed Clean Energy program.

The ordinance is needed for residents to access the low-interest, revolving-loan program to help make their homes more energy-efficient and to weatherize them, Town Manager Kristal Flagg said Thursday.

Property owners requested the town participate in the program put on by the state’s Efficiency Maine agency.

The program allows eligible homeowners to borrow a maximum of $15,000 over 15 years to invest in energy-saving solutions for their homes, according to Efficiency Maine’s website, www.efficiencymaine.com.

The Planning Board will review a draft of a proposed ordinance.

There is no cost to the town and no liability to the town, Flagg said.

In other business Tuesday, the board discussed replacing sewer lines that would be paid for by leftover grant funds, Flagg said.

The town has $235,000 left from a federal grant that was to be used to replace sewer mains on a Main Street road construction project. The town had received a low-interest loan of $326,300 and a $258,700 grant for the project. The loan money had to be used first.

USDA Rural Development is allowing the town to use the grant money to upgrade sewer lines on side streets.

Flagg said it has been narrowed down to replacing the mains, lines and services on Richardson and Bemis streets.

In another matter, a worker from Manpower has been hired to fill in for a Sewer Department employee on sick leave, Flagg said. Harold “Todd” Owens of Fayette will work as a full-time laborer.

The town is also in need of two alternate members for the Planning Board, Flagg said.

Elicia Pillsbury has resigned from the board. Alternate Planning Board member Russell Flagg, Kristal’s husband, was moved up to be a regular member on the board, Kristal Flagg said.

The board has seven members, including two alternates.

Two positions also are available on the Budget Committee, she said. The plan is to start work on the town’s budget in February.
