BUCKFIELD — The Board of Selectman opened its meeting Monday night by laying out the rules for public comments.

“I started out as a board member wanting everyone to speak, as this is an open meeting,” Chairman Robin Buswell said. “Now I have to throttle down the open session some so things don’t get out of hand. We are here to conduct town business. This is not to be conducted as a hearing,” he said.

Before the next board meeting, the agenda will be on the town website.

“I will have open session at the beginning of each meeting and that’s where you will be allowed to speak,” Buswell told residents.

Judy Berg asked if someone had something helpful to contribute to an issue as they were moving down the agenda, would they be allowed to speak.

“Yes, but things had been getting out of hand lately,” Buswell said.

The board accepted two bids on two foreclosed properties, for $5,200.99 and the other for $600. Quitclaim deeds were signed for the properties.

A public hearing was set for 6 p.m. Sept. 18 to approve a liquor license for a restaurant to be operated by Jason Rowe. Rowe said he will employ 10 people and plans to have live music.

After much discussion, it was decided that a public hearing would satisfy the liquor license, so he can open the business. The town will have to pass an entertainment ordinance before Rowe can have live music, the board ruled.

The Bessey Field lights on loan from Oxford will be returned because Buckfield isn’t using them and Oxford is planning another field.

Town Manager Dana Lee reported that the municipal building steps must be repaired before winter. Selectman Martha Catevenis motioned to have Lee advertise for a designer and it was passed.

Sandra Cyr was appointed to the Recreation Committee.

The board tabled the appointment of Tony Bachelder to the Appeals Board pending his appearance before selectmen at their next meeting.

The board also voted to get a written contract for sidewalk plowing. Lee will also research best deals on the plowing.

The board approved sharing the cost of repairing the bulkhead at the library with the library trustees. The estimate is $420.

The board also voted to have the town’s RSU 10 directors attend the first meeting in October for open discussions on possible withdrawal from the regional school unit.
