TURNER — Selectmen learned Monday night that longtime assessing clerk Sandra Philipon will be leaving in February due to her family relocating.

Town Manager Scott LaFlamme said Philipon has served the town for nearly two decades.

In other business at the board meeting, selectmen considered changes to the Personnel Policy regarding pay practices for office closings caused by emergencies or inclement weather and calculation of vacation time.

Under the proposed changes, office employees will be paid if the office is closed by the chairman of the Board of Selectmen and the town manager. Those employees who are at work will be paid for the remainder of the day if the office is closed early.

Selectmen decided that vacation time will now be earned on the employee’s anniversary date rather than on a monthly basis in order to simplify bookkeeping.

Public Works Director John Moultrie recommended selectmen authorize the purchase of a 2012 Kenworth dump truck for the Public Works Department. The truck is complete with plow and sander. The cost of the truck would be $137,087.

The truck would replace the 2000 International dump truck. Moultrie recommends that the International be kept as a spare during the winter and sold in the spring.

The vote by selectmen was 2-2, so the failed motion to purchase the truck will be reconsidered at the next meeting.

LaFlamme said traditionally selectmen and the Budget Committee have developed the budget in joint sessions. This year each board will discuss the budget items independently to see different perspectives. Budget discussions will begin in early January. The annual town meeting will be in early April.

LaFlamme expressed his appreciation for the support of Turner residents and businesses in making this year’s tree lighting “the biggest yet.”
