MINOT — RSU 16’s proposed budget for 2013-14, if approved at $19.3 million where it now stands, would have relatively minor impacts on property tax rates in Minot and Mechanic Falls — and a somewhat greater impact on Poland’s rates.
The total annual increases in taxes assessed on $100,000 houses would be $11.83 in Mechanic Falls, $4.08 in Minot and $41.62 in Poland, as estimated by Superintendent Mike Wilhelm.
“We have some decisions to make yet, but this is where we are now with the budget,” Wilhelm said. “The School Committee will be voting on its recommended budget April 22.”
Wilhelm spoke Thursday to a small Minot audience in what was the last of three community meetings to address the budget. He said the School Committee’s goals were to come up with a budget that maintained and supported current programs and to develop a plan for the future while being sensitive to economic realities.
The proposed budget adds a part-time technology teacher at the high school and a kindergarten-through-grade-two music teacher who will be available systemwide, Wilhelm said.
“At the strategic planning forums and at school board meetings, we heard of the need to replace the K-2 music program that was cut three years ago,” Wilhelm said. “Consequently, the committee added a music program to the budget.”
The proposed budget also contains funding that has the potential to bring in-house some bus repair work now being contracted out, the hangup at this point being finding garage space.
Also being requested is $80,000 for capital improvements at Elm Street and Minot Consolidated schools.
The boiler at Minot Consolidated School is, according to Wilhelm, “on its last legs” and half of the school roof needs to be replaced. Bathrooms in the older wing of Elm Street School need to be renovated.
Among identified needs that the proposed budget does not include are a special education coordinator for elementary students and an expansion of the foreign language programs. Wilhelm noted that only one foreign language (Spanish) is taught at the high school and no foreign language is available to middle school students.
“High schools of comparable size typically offer at least two (foreign languages),” Wilhelm said. “Surrounding school districts offer as many as four.”
The School Committee will make its official recommendations on the budget at its April 22 meeting. A district meeting for discussion and a vote on the draft spending plan will take place in May. Those results will go to a validation referendum June 11.
