RUMFORD — Selectmen will hear a report on the town audit at their meeting at 7 p.m. Thursday in Rumford Falls Auditorium.

According to the agenda, under new business, Rumford auditor Ron Smith will present the town audit and answer any questions.

The board will also hear a number of requests. Code Enforcement Officer Rick Kent wants to take legal action for inspection deficiencies, Eddie Shurtleff wants permission to place Betsy Ross flags on the Rotary Green and Veterans Park for the Fourth of July, and Len Greaney wants permission to hold a Korean War Recognition event at Veterans Park on July 27.

Additionally, there are two requests for quitclaim deeds on tax-acquired property: one at 8 Royal Ave.; the other at 52 Falmouth St.

Under old business, Public Works Superintendent Andy Russell is seeking approval of a sewer main cured-in-place-pipe rehabilitation project. This is from the board’s April 4 discussion.

Russell will ask the board to reconsider this bid as he couldn’t attend the April 4 meeting to provide further information for the board.

At that meeting, Town Manager Carlo Puiia said there was money in reserve to do the sewer pipe work. However, selectmen weighed budget concerns, angst about whether the paper mill will close and a desire to resurface Prospect Avenue, prior to deciding against the pipe-lining project.

They voted 4-0-1 not to accept either of two bids to rehabilitate about 5,000 feet of pipe in the Prospect Avenue area.

The bids were: $182,276 by Layne Inliner LLC of Fairfield and $169,076 by Insituform Technologies LLC of Chesterfield, Mo. Puiia told the board at the April 4 meeting that the bid specs were for 4,246 feet of 12-inch diameter pipe and 654 feet of 8-inch diameter pipe.

He recommended not awarding the bid because the cost was much higher than anticipated. Additionally, he said the sewer lines have only had one problem since being placed 40 years ago.

Puiia said the town has 40 miles of placed pipes to consider first before doing this small section of piping.

After more discussion, Selectman Jolene Lovejoy tried to table the matter, but that failed for lack of a second. Selectman Brad Adley then motioned to reject the bids and that was OK’d, with Lovejoy abstaining.
