POLAND — Selectmen on Tuesday set the 2013-14 property tax rate at $13.65 per $1,000 in property value, the same as the last fiscal year, which ended June 30.

Selectmen were able to maintain the rate by transferring $250,000 in school surplus from before the formation of RSU 16.

Town Manager Rosemary Roy advised the board that the town’s auditor recommended that the town clean out the old school account.

The money came in handy this year, Roy said, offsetting an increase in this year’s school assessment, which is $342,000 more than last year, and the $129,000 decrease in state revenue sharing.

Also helping to keep tax rate the same, Roy pointed out, was town meeting voters reducing municipal spending $150,000, and the town’s overall valuation increasing by $7.3 million.

In other business, selectmen:

* Authorized payment of the $677,000 county tax assessment

* Approved advertising for bids to seal cracks along portions of Bailey Hill, Everett, Hardscrabble, Herrick Valley and Torrey roads

* Gave Roy the green light to approach a Realtor to discuss selling town properties

*Accepted, with great regret, the resignation of Carl Duchette from the Planning Board and appointed alternate Dawn Dyer as a regular member.

* Accepted the final drawing of concept plans for the future development of the Municipal Complex as prepared by DeWan Associates.

Selectmen also cast their votes for Norman Beauparlant and Nancy Richard to serve on the Androscoggin County Budget Committee. Beauparlant, a former member of the town’s Budget Committee, was the board’s choice for a citizen representative to the county committee. Richard, a member of the Mechanic Falls Town Council who has served on the county Budget Committee in the past, was the board’s choice for a municipal representative to the committee.

Roy also reported she had received a communication from the Maine Historic Preservation Commission informing the town that the Poland Spring Historic District had been placed on the National Register of Historic Places on Aug. 13.
