ANDOVER — Residents are being asked to attend a special town meeting on Saturday, Aug. 16, to resolve some municipal budget matters.

The meeting starts at 9 a.m. in the Town Hall.

After electing a moderator, Article 2 asks if voters will close the 2014 overdraft of $1,395.30 in the designated Save Our School account into surplus. Selectmen recommend moving the $1,395.30 to surplus.

Article 3 asks if residents will vote to increase the amount appropriated for Article 28 at the March 15 town meeting for the Highway Equipment Repairs and Maintenance account (Department No. 35) from $9,300 to $29,800 to cover repairs to the town truck. Selectmen recommend $29,800.

Article 4 asks residents if they will vote to increase the appropriation on Article 22 at the March 15 town meeting from $2,500 to $5,636.04. A description states it is a Town Hall-designated account and that passage will not result in raising additional funds. It will just allow spending of the amount already in the account. Selectmen recommend passing the article.

Article 5 is a citizen’s request to see what amount the town will vote to raise and/or appropriate for the Ellis Pond Watershed Survey conservation project. There is no board recommendation.

Article 6 asks if residents will vote to increase the amount appropriated for professional services on Article 46 at the March 15 town meeting from $12,000 to $16,000, which selectmen recommend.

Article 7 asks if residents will vote to increase the code enforcement officer’s salary from $15.13 per hour to $20 per hour. Selectmen recommend $20 an hour.

Article 8 asks if the town will authorize the change of Town Hall custodian from a salary position to an hourly position paid at $7.50 per hour to be in compliance with federal and state labor laws.
