LISBON — The Town Council voted 5-1 Tuesday to approve a Yard Sale Ordinance.

Voting for the regulations were Normand Albert, Eric Metivier, Chairman Roger Bickford, Chris Brunelle and Allen Ward. Katie Kolbe voted against and Dale Crafts was absent.

The vote followed a second reading of the ordinance and a public hearing.

Nancy Sanborn told councilors she often holds yard sales for charity and implored them not to impose restrictions on what she is doing. 

The ordinance was split into two parts: yard sales for short-term and limited events and used merchandise sales for longer events, which will require a permit.

Sanborn said she donates proceeds from sales to two ministries: Food For the Poor and Voice of the Martyr.

She showed councilors pictures of the work Food For The Poor does in other countries. The children eat out of dumpsters, she told the council.

“They end up with parasites and swollen bellies,” she said. 

The ministry helps with food and clean drinking water. They help build small houses, she said.

“It motivates me to do something about it,” Sanborn said.

She said she has raised thousands of dollars for the charity through her yard sales.

Also Tuesday, Councilor Kolbe introduced a resolution to recognize law enforcement, declare support for officers and to recognize them for their service. The resolution passed 6-0 and Kolbe was also given permission to hang blue ribbons on town property.

In other business, the council:

• Voted 6-0 to authorize spending $2,051.93 for an X2 Taser with camera from Taser International for police. The money will come from the drug forfeiture account;

• Voted 6-0 to include a bond for $150,000 for a loader on the November ballot;

• Voted to include $1.5 million on the November ballot to rehab Bowdoinham Road, Gould Road and Summer Street;

• Voted 6-0 to award a contract for a 2017 heavy duty cab and chassis to low bidder Freightliner and Western Star of Maine Inc. for $81,872, and for up to $90,000 for the financing and warranties; and

• Voted 6-0 to sell culverts at scrap metal value.
