Wardens say the teen was riding on the front of a pontoon boat when he fell overboard and went under the boat.
Passengers say they started seeing the man floating briefly before he went underwater.
Divers with the Warden Service and Cumberland County Sheriff’s Office are attempting to recover the man in about 40 feet of water.
