POLAND — Selectmen on Tuesday set the 2016-17 tax rate at $14.39 per $1,000 of assessed property value, 19 cents more than the current rate.

The new rate was reached by using $240,000 from the Tax Increment Financing accounts and $52,000 from the unexpended fund balance, Selectman Stan Tetenman said.

Selectman Janice Kimball said the rate increase is the result of the increase in school spending.

Selectmen also met with Parks and Recreation Director Scott Segal to discuss the need for a truck to haul equipment from site to site. Segal said that in past, he generally has used his own vehicle but the size of some of the equipment has prompted him to borrow a pickup from the transfer station or Public Works.

He said that he doesn’t expect to be putting much mileage on the vehicle and a good used truck should meet his needs.

He said he’s looking to spend no more than $8,000 for a used vehicle. Money would come from user fees that have built up over the years, not taxpayer funds, Segal said.

“If you can can get something that meets your needs, and aren’t using town money, I say go ahead,” Selectman Steve Robinson said.

The board echoed Robinson’s sentiment.

Selectmen also met with Town Clerk Judith Akers to discuss whether, how and when the town might implement a “rapid renewal” system for re-registering personal vehicles.

Akers said the rapid renewal program appears to be popular among younger people and she estimates that as much as a quarter of the registrants would opt for the program.

The program could cost the town up to $4,000 in personal vehicles excise tax revenues, an amount that selectmen felt would be worth it as a service to the taxpayer.

Akers and the board agreed to take steps to implement the program July 1, 2017, the start of the town’s next fiscal year.

In other business:

• Selectmen approved a request for proposals, due Sept. 2, to pave 3,200 feet of Carpenter Hill Road;

• Approved entering into agreements for Lewiston-Auburn 911 to handle calls at $30.60 per call and to provide PSAP services for a flat $13,153, the costs for both services increasing by 2.5 percent over the current contract;

• Named Tetenman to serve as board representative to Regional School Unit 16’s Middle School Building Committee;

• Named Bill Eldridge as citizen representative to the same committee; and

• Appointed John Laskey to the Conservation Commission.
