FARMINGTON — Voters at Tuesday’s special town meeting approved additions to the Zoning and Site Review ordinances.

For the Zoning Ordinance, standards for solar energy systems were approved in expectation of an application from Ranger Solar to create a $70 million to $100 million industrial solar farm at L. Herbert “Bussie” York’s Sandy River Farms on Farmington Falls Road.

The Planning Board drafted the standards, which include residential, commercial and industrial systems, to use in reviewing the application.

The solar farm could benefit every taxpayer, York said. It will have a minimal impact on the town’s costs or infrastructure.

Aaron Svedlow of Ranger Solar of Yarmouth previously said the project would produce up to 80 megawatts of power for transmission to southern New England. State and local permitting will be sought in 2017 with potential construction in 2018, he said.

York would continue farming, while 400 to 500 acres of woods behind the farm on Route 2 would be cleared for large solar panels, Svedlow told the Planning Board last month.

Concerns were raised Tuesday about the impact on smaller operations with fees charged for permitting solar power operations to power a greenhouse or refrigeration. Another concern was the town’s potential responsibility for decommissioning the site if developers walked away.

The standards for residential, commercial and industrial systems are based on capacity of kilowatt harvested. The smaller farm would not likely reach the threshold for commercial or industrial systems, Code Enforcement Officer Steve Kaiser said.

Part of Ranger Solar’s proposal includes funding to take the system down when it is no longer used, York said.

The addition to the Site Review Ordinance will allow the Planning Board to consider whether there is a benefit for a commercial retail or service business project to use an existing, abutting business driveway rather than making another curb cut on a busy road.
