POLAND — The Select Board finalized plans Tuesday night for a Nov. 29 workshop regarding Middle Range and Upper Range Ponds.

What began earlier this fall with complaints of illegal visitor parking shifted to the discovery of algal bloom in Middle Range, which then led to discussion of erosion control and safe boating measures, all prompting the board to schedule a workshop with local, county and state officials.

Select Board Chair Stephen Robinson said the purpose of the workshop will be to identify the issues, then to lay out the steps needed to resolve them. Saying only a portion of the concerns are the town’s responsibility, Robinson said the town can assist in directing a plan of attack.

Selectperson Stan Tetenman suggested a watershed survey, which involves a “comprehensive survey of the geography, land and water uses, potential and actual pollution sources, and history of the stream and its watershed,” according to the Environmental Protection Agency.

So far, the list of organizations that have been contacted include Maine Department of Inland Fisheries & Wildlife, Range Ponds Association, and Androscoggin Soil and Water Conservation District.

Scott Neal, Poland’s code enforcement officer, Cyndi Robbins, owner of Cyndi’s Dockside, and Barry Morgan, chairperson of Poland’s Conservation Commission, also have been asked to join.

The workshop will be held in the Town Office conference room Nov. 29 at 6:30 p.m.

In other news, Town Manager Matt Garside said the Maine Bureau of Motor Vehicles recognized Poland’s clerks for “meticulous and error-free processing of motor vehicle registrations and titles.”

Garside informed the board that Ricker Memorial Library will deliver books to the homes of disabled or elderly residents. Those in need of the service can contact the library at 998-4390.
