POLAND — The Select Board on Tuesday accepted the bid of RJD Appraisal of Pittsfield for a townwide property revaluation.

It is to be completed by 2028 at a cost of $412,500.

Town Manager Matt Garside said it was the only offer out of 30 requests sent to companies. Fifteen firms said they did not have time to schedule any further municipal appraisals. The other firms did not offer explanations for not bidding, he said.

RJD said data collection, such as measuring and listing the properties, will be done from July through December 2027, followed by analysis, reviews and estimated mill rate numbers from March to May 2028. Notices with new assessments and estimated taxes, and meetings with property owners will occur in July and August 2028.

In other business, the board, by consensus, approved the updated Poland Management Agency Emergency Annex Operation Center manual. It establishes an effective emergency management system for the annex, which is the Town Office building, to direct and control emergency operations.

The board also approved bid requests for a metal shelter to house compactors and roll-off containers, plus additional concrete areas for the transfer station. Engineering, construction and developing a site plan is to be included in the proposal. It will be paid by $598,000 the Environmental Protection Agency awarded to the town “to improve the capability and capacity” of its transfer station.
