Turner voters adopted a six-month moratorium ordinance Monday to revise the licensing rules for new marijuana cultivation and production facilities, Town Manager Kurt Schaub said.

The moratorium could also be renewed if needed.

The Select Board will ask the Planning Board to add a question in the licensing process about how many law enforcement responses have occurred at a site under consideration for a new adult use or medical marijuana cultivation application.

The moratorium was prompted after significant law enforcement involvement at a facility at 57 Conant Road in the past, he said.

The amendment will allow the town to review applications for law enforcement responses and incidents at the proposed site, Schaub said.

From 2022 through 2024, a marijuana cultivation operation was active at that location, Chief Deputy William Gagne of the Androscoggin County Sheriff’s Office wrote in an email Thursday.

“This particular location has been problematic in the past so I think the town is trying to be proactive and not have repeat issues,” Gagne wrote.

“My understanding is that the owner or business operator sublet portions of the building, which led to conflicts between the involved parties. These disputes resulted in multiple reported incidents, including theft, threats, and criminal trespass,” he wrote.

Deputies have responded 25 times to the industrial building site since 2022. Four of them occurred this year.

A homicide was also reported to have occurred at the site in December 2024.

Luke Krott, of Edgecomb, who was 26 in March, is charged with knowing and intentional murder in the death of 34-year-old William “Nate” Robinson of Austinville, Virginia, at the site. Robinson’s body was later found stuffed in a trash can in Edgecomb. 

Krott’s case is ongoing in Androscoggin County Superior Court in Auburn.
