The Lisbon Town Council voted Tuesday to partner with nationwide recruitment firm Strategic Government Resources in their search for a permanent town manager.

The town has implemented a three-phase approach to hiring; partnering with SGR kicks off the third and final phase.

Amid public backlash over the nearly 20% increase to the town’s property tax rate this year, former Town Manager Glenn Michalowski resigned from his position in October to become the town manager in Raymond. Interim Town Manager Jim Bennett took that position in November for six months.

Finding a new manager has been one of the main focuses of the council, which saw four new members elected in November. Councilors are casting a wide net in their search for the right candidate, with recruitment efforts at the national level.

SGR has nationwide resources but its project manager, William Fraser, is from Maine, council Chair Chris Camire said Tuesday night.

The town will pay SGR $14,184 for initial services, but councilors have budgeted up to $32,500 for the search, which could take three to six months.

Setting aside the extra funds will allow the council to pay for other SGR services above and beyond what is covered under initial services. It can also be used for possible costs associated with the interview process.

Roughly $27,000 previously allocated for the former town manager’s salary will be put toward the cost of this contract, according to Bennett. 

There will be a public forum at the beginning of the council’s Jan. 6, 2026, meeting during which residents can give feedback on what they value in a town manager, which will help the council and Fraser develop a candidate profile.

Residents will be allowed to submit comments online, which is expected to become available Dec. 22.
