JAY — Selectmen and Budget Committee members on Monday approved all articles in the proposed municipal budget for 2012-13, except for requests by social service and other agencies.
The review will continue at 6 p.m. Tuesday at the Spruce Mountain High School North Campus library in Jay. Selectmen ask that the agencies requesting funds come ahead of the time listed in the budget review in case talks move faster than expected.
The proposed budget as of Monday night is $6.27 million. It represents a $24,013 decrease from the current spending plan.
It reflects some changes made by Town Manager Ruth Cushman prior to the meeting and some made by members of both town panels.
After factoring in approximate revenues of $2.2 million, the net budget is $4 million.
The budget numbers could change after Tuesday’s budget meeting.
Selectmen and the Budget Committee added $200,000 to be voted on in a separate article in June. The money is for the town’s estimated share of reconfiguring the Hyde Road, Route 133 and East Jay Road intersection.
The town did not qualify for a municipal partnership program with the Department of Transportation, highway foreman John Johnson said. The DOT still wants to work with the town to do the intersection in an alternative way, he said.
The new design would allow drivers to see what is coming from all ways, he said. There have been several accidents there and something needs to be done before someone is killed, Johnson said.
Selectmen and the Budget Committee also added $5,000 more for fuel for the Highway Department and $800 more for fuel for the Sewer Department. Those budgets are proposed at $1.43 million and $523,000, respectively.
Also added was $2,500 to the solid waste disposal payroll account to make it $784,500, in case the union contract for those workers is not settled by June 30. The $2,500 would be for any retroactive pay that may come from a new agreement, Cushman said.
Both panels voted to approve $12,000 for summer recreation. The figure does not include money for transportation from Jay to Livermore Falls where the six-week program for children is held.
RSU 73 is not allowing the town to use buses for the program this year, Cushman said.
The overall budget includes $450,000 for the capital paving account.
