RUMFORD — With economic development in mind, the Board of Selectmen will hear a presentation at Thursday night’s meeting from Jennifer Olsen on “Main Street Skowhegan.”

The meeting, which starts at 7 p.m., will be held in Rumford Falls Auditorium.

Among the other agenda items are approvals for:

* Closing downtown streets for Envision Rumford’s Pumpkin Fest debut, which will be held from 9 a.m. to 4 p.m. on Saturday, Oct. 20.

* Funding Envision Rumford’s signs.

* Supporting the Mahoosuc Land Trust’s proposed new canoe and kayak launch site in Rumford Point on the Androscoggin River.

* A snowmobile grant application to the state of Maine.

* Bids on 25,000 gallons of No. 2 heating fuel, 40,000 gallons of diesel fuel, and 40,000 gallons of unleaded gasoline for the Town Fuel Bid.

* A special town meeting to approve a moratorium on fireworks.

* A warden and deputy wardens for the Nov. 6 election.

* Rescheduling the board’s Oct. 4 meeting because it coincides with the Maine Municipal Convention.

* A municipal quitclaim deed for 217 Pine St.

* A parade permit for the Greater Rumford Community Center Halloween Parade.

The land trust, which is based in Bethel, has been trying to establish another canoe/kayak launch site between Hanover and Rumford, Bob Iles, of the trust’s Lands Committee, recently wrote in letter to Town Manager Carlo Puiia.

Iles wrote that the trust owns and stewards the sites in West Bethel (Newt’s Landing) and Newry (Moran’s Landing). With planned construction by the Maine Department of Transportation of the new bridge in Rumford Point, he said it would be a good location for another site.

Iles said he’s talked about the idea with Rumford fire Chief Bob Chase, whom he says wants Rumford to take possession of the old road bed when the new Route 232 roadway is built. Chase would like to put a dry fire hydrant at the river, Iles said.

“We would also request that the town retake the old road and permit us to locate a hand-carry boat ramp at the site after working out parking logistics with the fire chief,” Iles said.

He said the launch ramp “would probably not incur any city expense;” the trust would seek outside funding.

Additionally, Iles said Ben Condon, the MDOT project engineer for the bridge, has told him that if he knows Rumford is willing to retake possession of the old road right of way, Condon can plan to leave the old road bed there while designing the new bridge and its approach, thereby saving someone engineering expense.
