NEW GLOUCESTER — A public workshop on the town’s proposed purchase of the Parsons property on Upper Village Street is slated for 7 p.m. Wednesday, April 15, at the AMVET Hall on Route 100.

Selectmen last month signed a purchase and sale agreement with Roger L. Parsons, principal of the estate of Natalie H. Parsons, for 4.45 acres at 5 Upper Village St. for a negotiated price of $140,000.

The purchase is dependent on voter approval at the May 4 annual town meeting. If voters approve, the closing is scheduled for May 13.

Town officials have said that without this parcel, there is insufficient space to meet Upper Gloucester’s future economic development needs. The parcel abuts the town garage and sand and salt shed property.

A concept plan for development of the Upper Village calls for a compact and walkable business district. Town leaders have said the parcel provides both the space and location necessary for the implementation of the plan, provides areas for new businesses, parking and access ways, a community septic system and stormwater retention.

Selectmen have noted that the property may not be available in the future and that it represents a good value for the town.

The front section of the property would likely be conveyed to a private entity for business development, parking and related infrastructure. The rear section would likely be sold as well, but the town would retain some interest to ensure that septic and stormwater retention systems are properly maintained.

The owner of the property has agreed to host a public site visit at 10 a.m. April 16 beside the town garage.

The purchase would be funded from the following town accounts:

* Future Land Purchase Fund reserve of $106,906

* Chandler Brothers land fund reserve from the Route 100 purchase for the Fire Department of $7,644

* The town’s undesignated fund of $25,450

In addition, selectmen are recommending an article on the town meeting warrant asking voters to help replenish the Future Land Purchase Fund by approving the sale of three surplus town properties.
