PARIS – Police arrested a 28-year-old convicted sex offender Tuesday who failed to register with the Sheriff’s Office, the second time he has missed his annual deadline in the past couple of years, according to police.

Matthew Carroll, 28, of Dakin Lane in Hartford was arraigned Wednesday at 11th District Court in Paris. Initially bail was set at $5,000 cash, but was reduced to $100 by Judge Rick Lawrence, according to a court official.

Maine’s Web site of registered sex offenders shows that Carroll was convicted in 1999 at the 6th District Court in Bath for sexually abusing a minor. He is required to register with the Oxford County Sheriff’s Office once a year.

Convicted sex offenders have to verify their address, be fingerprinted and fill out a form to submit to the state, as well as pay a $25 fee.

“If he does it again, it will be a Class B felony,” Lt. James Miclon said Wednesday.

This year, Carroll was charged with a Class C felony, which carries a maximum penalty of 10 years in prison upon conviction.

“We have very few problems,” Miclon said about the 182 sex offenders in the county. “Some of them we have to nudge a little bit.”
