NORWAY – Hobbs Pond property owner Steven Siskowitz for the second time has appealed to the Board of Selectmen for help with a property dispute.

It was July 15 when he first asked the board to take action on what he called a violation of the town’s subdivision regulations. He said a neighbor wrongfully filled a drainage ditch and altered a road next to his property, and complained of runoff and other problems.

On Thursday, Siskowitz said his neighbor may have violated the town’s shoreland zoning regulations.

Reading from highlighted passages in a copy of the regulations, Siskowitz pointed out areas where he felt his neighbor violated the law.

Town Manager David Holt at one point admitted that some work may have been done without the required shoreland zoning permits.

“Jeff says what he’s had a habit of doing – even though it has “written” written in there – is he does it verbally,” Holt said, referring to code Enforcement Officer Jeff Van Decker. “It seems to me the way we’ve been doing it is not what the book says.”

Siskowitz continued with his points. Selectman Bob Walker eventually encouraged him to submit a list of complaints so the board could let Van Decker respond.

Holt said he was not sure whether the town has jurisdiction in the matter because the road is private, but implied he would look into the matter. Walker then said the town would call Siskowitz once Van Decker has responded..

“I want the stone wall out of there, I want the drainage ditch back and I want the road the way it was,” Siskowitz said.
