RUMFORD – Selectmen approved a series of proposed ordinance changes Tuesday night ranging from regulations governing the amount of noise that can be made to prohibiting organized groups from using two veterans’ parks without permission.

Residents will have their say at a referendum June 12.

Tuesday was the second of two nights devoted to hearing comments and making ordinance and charter change proposals.

The only proposal made by a citizen was a two-part ordinance proposal by Tom Fallon that would prohibit the use of Veterans Park at the end of Congress Street and Memorial Park at the rotary by organizations without permission from town officials. The posting of signs in the two parks or on the fence surrounding Veterans Park would also be banned.

Charter changes include one that would allow the plumbing inspector, auditor, sealer of weights and measures, and town solicitor to reside outside of town. Now, people who fill these positions must be town residents, although that mandate hasn’t always been followed. Another proposed charter change would permit the code enforcement officer to also serve as the sealer of weights and measures.

Among the proposed ordinance changes or additions are:

• increasing the expected cost of a product or service from $1,000 to $2,000 before it must go out for competitive bid;

• adding restrictions to the qualifications required to obtain a taxi driver license to include such things as convictions for misdemeanor assault, misdemeanor sexual assault, felonies and operating under the influence;

• establishing a noise ordinance that prohibits decibels above 70 from 10:30 p.m. to 7 a.m. and above 80 from 7 a.m. to 10:30 p.m.

• adding penalties for parking overnight at the information center parking lot without special permission from town officials;

• establishing a changeable sign ordinance that would permit two and three second hold rates for electronic signs; and

• lifting of the mandatory all-night parking ban from Nov. 1 to April 15 in favor of announced parking bans when needed.

Changes and additions approved June 12 will go into effect 30 days later.

Besides the ordinance and charter changes, residents will act on a 2007-2008 municipal budget, more than a dozen social service agency or other special monetary requests, elect two selectmen, four SAD 43 members and one member of the Board of Assessors.
